3rd FICAC Energy Diplomacy Forum
“Power in Alliances: Energy Diplomacy in a Fragmented World”

The 3rd FICAC Energy Diplomacy Forum, co-organised by the World Federation of Consuls (FICAC) and the International Hellenic University – MSc in Energy Law, Business, Regulation and Policy, will take place on Wednesday, 4 November 2026, from 10:50 a.m. to 12:00 p.m., as part of the FICAC 2026 North America Regional Conference in Philadelphia.
Under the title “Power in Alliances: Energy Diplomacy in a Fragmented World,” this year’s Forum will explore how energy security, geopolitical fragmentation, the energy transition and shifting international alliances are reshaping energy diplomacy and international cooperation. Particular attention will be given to the importance of transatlantic dialogue and international regulatory cooperation in responding to an increasingly complex global energy landscape.
The Forum will be moderated by Stephen DeFrank, Chair of the Pennsylvania Public Utility Commission.
Participants will include:
Dr. Komninos Komnios, Associate Professor of Energy Law at the International Hellenic University and Board Member of the Hellenic Regulatory Authority for Energy, Waste and Water, participating remotely;
Athanasios Savvakis, Chairman of the Hellenic Energy Exchange, also participating remotely;
and Dr. Alex Papalexopoulos, President & CEO of ECCO International, Inc. and CEO & Chairman of the Board of ZOME Energy Networks.
The session will follow an interactive format, with each participant offering a short intervention from his professional or institutional perspective, followed by a moderated discussion and exchange of views.
