I am currently on special leave (\u03b1\u03bd\u03b1\u03c3\u03c4\u03bf\u03bb\u03ae \u03ba\u03b1\u03b8\u03b7\u03ba\u03cc\u03bd\u03c4\u03c9\u03bd) as I work for the Council of the EU.<\/p>\n<p>My teaching and research focus on the areas of business information systems, eGovernment, eParticipation, eCommerce, interoperability, open and linked data, information management strategies and semantic web technologies. I always try to create bridges between the business and technology worlds, as well as between scientific\/academia and professional communities. I enjoy working for the digital transformation of modern organisations.<\/p>\n<p>From 2010 \u2013 2016, I have worked as Programme Manager in the\u00a0<a href=\"https:\/\/ec.europa.eu\/isa2\">European Commission, Interoperability Solutions for European Public Administration (ISA\/ISA<sup>2<\/sup>) Programme<\/a>\u00a0being in charge for\u00a0<a href=\"https:\/\/ec.europa.eu\/isa2\/actions\/improving-semantic-interoperability-european-egovernment-systems_en\">semantic interoperability and open data<\/a>. During this period, I contributed to several initiatives including the following:<\/p>\n<ul>\n<li>I\u2019ve initiated and coordinated the work around horizontal eGovernment data standards such as the\u00a0<a href=\"https:\/\/ec.europa.eu\/isa2\/solutions\/core-vocabularies_en\">Core Vocabularies<\/a>, the Asset Description Metadata Schema (<a href=\"https:\/\/ec.europa.eu\/isa2\/solutions\/asset-description-metadata-schema-adms_en\">ADMS<\/a>, also a\u00a0<a href=\"https:\/\/www.w3.org\/TR\/vocab-adms\/\">W3C Note<\/a>) and the Data Catalog Application Profile (<a href=\"https:\/\/ec.europa.eu\/isa2\/solutions\/dcat-application-profile-data-portals-europe_en\">DCAT-AP<\/a>). This later became the data standard used by the\u00a0<a href=\"https:\/\/www.europeandataportal.eu\/\">European Data Portal<\/a>\u00a0to federate open data descriptions over 70 Open Data Catalogues across Europe.<\/li>\n<li>I\u2019ve worked on the\u00a0<a href=\"https:\/\/ec.europa.eu\/isa2\/actions\/assessing-progress-being-made-towards-interoperability_en\">Interoperability Maturity Model<\/a>, the\u00a0<a href=\"https:\/\/ec.europa.eu\/isa2\/actions\/achieving-modern-ict-standardisation-policy_en\">Common Assessment Method for Standards and Specification<\/a>, the\u00a0<a href=\"https:\/\/joinup.ec.europa.eu\/asset\/eia\/description\">European Interoperability Reference Architecture<\/a>, the\u00a0<a href=\"https:\/\/ec.europa.eu\/isa2\/actions\/accessing-member-state-information-resources-european-level_en\">Catalogue of Services<\/a>\u00a0and\u00a0<a href=\"https:\/\/ec.europa.eu\/isa2\/actions\/improving-cross-border-access-government-data_en\">Access to Base Registries<\/a>\u00a0actions of the EC\/ISA Programme.<\/li>\n<li>I contributed to the work of DG Employment on the European Skills, Competences, Qualifications and Occupations (<a href=\"https:\/\/ec.europa.eu\/esco\/portal\/home\">ESCO<\/a>) taxonomy and coordinated pilots trying to match supply\/demand in the labor market with the use of ESCO.<\/li>\n<li>I participated in the preparation of the\u00a0<a href=\"https:\/\/ec.europa.eu\/transparency\/regdoc\/rep\/3\/2016\/EN\/C-2016-6626-F1-EN-MAIN.PDF\">European Commission strategy on Data, Information and Knowledge Management<\/a>, an effort to develop a relevant strategy for the whole of the European Commission, coordinated by the EC General Secretariat.<\/li>\n<li>I initiated and was in charge from 2011 to 2016 for the\u00a0<a href=\"https:\/\/joinup.ec.europa.eu\/community\/semic\/event\/semic-2016-semantic-interoperability-conference\">SEMIC conference series<\/a>.<\/li>\n<li>Last, I have been the content coordinator for the revised\u00a0<a href=\"https:\/\/ec.europa.eu\/isa2\/eif_en\">European Interoperability Framework<\/a>\u00a0which was published by the European Commission as\u00a0<a href=\"http:\/\/eur-lex.europa.eu\/resource.html?uri=cellar:2c2f2554-0faf-11e7-8a35-01aa75ed71a1.0017.02\/DOC_3&amp;format=PDF\">part of COM(2017) 134, 23.3.2017<\/a>.<\/li>\n<\/ul>\n<p>I\u2019ve been Research Fellow and eGovernment cluster leader in the\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Digital_Enterprise_Research_Institute\">Digital Enterprise Research Institute<\/a>\u00a0in Galway, Ireland (now\u00a0<a href=\"https:\/\/www.insight-centre.org\/\">INSIGHT<\/a>). There amongst others, I initiated\u00a0<a href=\"https:\/\/www.w3.org\/TR\/vocab-dcat\/\">DCAT<\/a>\u00a0(the Data Catalogue vocabulary), currently a W3C standard, together with my master student\u00a0<a href=\"https:\/\/www.linkedin.com\/in\/fadi-maali-28063828\">Fadi Maali<\/a>\u00a0and\u00a0<a href=\"https:\/\/www.linkedin.com\/in\/cygri\">Richard Cyganiak<\/a>. DCAT-AP, currently a de facto open data standard in Europe as discussed above, is an application profile based on DCAT.<\/p>\n<p>Before that, I worked as researcher and consultant in various organizations, including the United Nations, Department of Public Economy and Public Administration (<a href=\"https:\/\/publicadministration.un.org\/en\/\">DPEPA<\/a>) (2000-2003) and the\u00a0<a href=\"https:\/\/web.archive.org\/web\/20190324010512\/http:\/\/islab.uom.gr\/\">University of Macedonia<\/a>, Thessaloniki, Greece. I initiated and coordinated several international R&amp;D projects in the area of Electronic Government (e.g.\u00a0<a href=\"http:\/\/cordis.europa.eu\/project\/rcn\/57465_en.html\">Infocitizen<\/a>,\u00a0<a href=\"http:\/\/web.archive.org\/web\/20180808010644\/http:\/\/eu-publi.com\/\">EU-Publi.com<\/a>,\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/SemanticGov\">SemanticGov<\/a>, etc).<\/p>\n<p>I\u2019ve published over 140 scientific papers and served as editor, program committee member and reviewer in more than 70 scientific journals, books, conferences.
